I have a ulv c2d clocked at 1.2ghz and it is more than fast enough for windows and linux (even at the same time with a vm). My core m tablet is clocked at 0.8 ghz (but it can turbo up to 2.4?) and it feels as fast as my SP2 (ulv i5)
I also have a Stream 8 tablet and that has a bay trail in it that is plenty fast for and I use it for what you would and it works fine except for more than a handful of tabs. Ram is the limiting factor and anything with 2gb or more should be fine. My only issues are terrible batterylife (standby hardware bug and like 3500mAh battery) and shitty ram so terrible multitasking.

What is the need for it?
Gearbest has the Rasp Pi 2b for a cheap price with cakepoints. I think they're half the price of the 3rd model.

I have one. Works pretty well, isn't the fastest though and the camera is shit.
Had no uninstallable shit apps and looks good after you change the default theme.
The only problem I have had with it is that it doesn't turn of the speakers when playing through the 3,5mm. So you have to first start the music without headphones and lower the volume to 0 then put in your headset. You only have to do it once(per restart I think) though.
