Because we have shitloads of legacy infrastructure from over a century of development, while they've been able to get a fresh start because they had fucking nothing until 20 years ago. And most of them have garbage infrastructure outside of their capital cities, anyway.
Because the cost of rolling out the new infastructure costs us literally tens if not hundreds times that of what it costs your tiny shithole to roll out the same thing. Think about the size and number of units needed to roll out across the entire US. The same thing applies to why there isn't more competition for cellphones and internet service. It's a massive investment.
