Legality in the _real_ world is never binary. It's always a system of trade-offs.

If we had a way of actually enforcing punishment of clearly defined “illegal” things, society would fall apart. It doesn't work that way.

In the real world, legality, like everything else, is on a spectrum. You have things which are clearly and severely illegal, you have things which are clearly and obviously legal, and for everything else in between you have some gray zones where legality is more complicated than yes or no.

No judge on planet earth would hinge his decision on whether to send you to jail or not on the basis of whether or not you had sex with a girl who was 18 years old or a girl who was 1 minute short of being 18 years old - because the distinction is so meaningless that it doesn't matter in reality.

Things being punished hinges upon a number of key factors such as:

- Is there somebody actually willing to report or prosecute your crime? (e.g. did somebody actually go to court over it?)
- How severe is the impact of your crime? (e.g. threatening somebody with a real gun vs threatening somebody with an obviously fake gun - both are clearly illegal, yet one more so than the other)
- How reliably can we determine the exact legal nature of your crime? (Punishment hinges on being able to reliably prove you committed a wrong - not the other way around)
- Do the cops/judges even care enough about the case to bother filing paperwork for it? Would you be fine with just a warning?
- Societal attitude / opinion (e.g. lax enforcement of marijuana laws in the netherlands)
- How in particular you choose to interpret the laws to begin with (which are often ambiguous even to the best abilities of legislators)

I'm not necessarily saying you're wrong, but where specifically does the UK not follow the idea of innocent until proven guilty? IIRC, about a year ago someone (possibly Boris Johnson, I can't remember) wanted to effectively change that for anyone coming to Britain from a couple of places in the Middle East, but it never actually became law, it was just a remark. The webmaster or someone else in charge of monitoring the images that are generated so the site doesn't get shut down will catch you generating illegal images and report you to the authorities.

The images don't exist until they are generated by a user, there isn't a vast sea of images hosted on the site, they are generated one by one and that's easy to monitor especially if they only monitor the ones not generated randomly.
