I assume this is bullshit until final release but for the sake of argument lets PRETEND the specs are real.
in the New DX12/vulkan environment which is still being developed they are working on a new Multi-GPU tech to replace SLI when this is implemented fully it will be easier to set up profiles for multi-GPU and the cards will run more efficiently and performance will scale better.
one of the techniques coming online is called split-frame rendering this allows you to divide a 4K screen into 4x1080p or 2x1440p screens and run them each on a separate GPU. the best part is that GPU only share SOME resources instead of having all the data mirrored on each GPU causing a performance bottleneck from limited VRAM or bandwidth.
this allows four R9-380's to drive a 4K panel close to the same performance level as a single 380 drives a 1080p panel and possibly even faster due to the normal workloads on a single GPU being divvied up across four cards
in that new environment the raw power of a card means jack shit. what actually matters is increasing power efficiency and reducing manufacturing costs.
the objective is to take a 250watt GPU that sells at 350$ and replace with a card that if not as fast is at least almost as fast but instead only draws 150watts of power and due to lowered costs of manufacture sells for 200$ after that thanks to DX12 multi GPU function you just buy as many cards as you need.
curent multi-GPU runs on scan-line interconnect (SLI) and uses AFR (alternate Frame rendering) this is an obsolete and complete retarded way to scale multiple GPU's together. You basically have the GPU's mirroring memory together so two gtx980's are sharing the same 4gb of VRAM and the same 256-bit memory bus instead of running independently of each other and POOLING VRAM and Bandwidth. And they are just taking turns rendering every other 4K frame in the game which is way more inefficient that dividing up the 4K frame into two 1440p frames and syncing together.

if this is true, they will have to package the vram on die with the cpu itself for bandwidth concerns.
10-30 GB/sec system ram just isn't going to cut it for vram even if the compute horsepower is there, they need the bandwidth. an apu with typical ddr3 ram is not much faster than a Geforce 4 Ti4600 128MB card.
