How does one pull that? How can you make your website show a not available message when it's not even available?
One website is likely to have more than one server. The first server sending a default error page because the servers it depends on are busy/offline is just that- the first server sending a default error page.

Usually occurs when you have a load balancing service in front of your appservers than can handle a lot more load (usually a good idea)
The error shows up when you run out of backend servers to serve all your users hitting the loadbalancers/proxy frontends.
