For me, the worst distro would be a distro that fails to solve the problem it sets out to solve.
All the small niche distros are the only ones in the race because most of them are just skinning their favorite DE and adding packages.
You get weird fragmentation where you have to find specific solutions.
Manjaro is one of the worst distros I have seen.
It is fine as a reference point if you don't how to configure arch, but once it is setup, there is no good reason to use it over arch.
The same goes for mint.

Lindows was fine and implemented some new things back in the day. I remember they had the first paid app store that actually worked. I still prefered Mandrake back then though because it was the only distro that partitioned my disks when installing correctly
