Coil whine. If you notice it, you can try running OCCT power supply stress test. It basically puts your cpu and gpu on max loads to work your psu. Sometimes the coil whine will go away but it's not a solid solution. Other than that, all you can do is rma. I'm really sensitive to noise like that so it's sometimes a bit difficult building a pretty quite pc.

Forgot to mention, you must do the test for an hour or so. It worked for my new evga 850w psu. I was genuinely pissed knowing this expensive unit had coil whine. After looking around I found this solution and gave it a go. It actually worked surprisingly. Next day I had no faint buzzing sounds or anything.

If it's a cx series model, I don't know if I'd be concerned or not. They are built pretty shitty and their fans are sometimes unusually loud. I don't know if it will or can damage your pc but I do know it can get annoying.
