Feel free to try it out, but if it's the first piece of command-line software you've ever used and/or you have trouble figuring things out for yourself, you might not have a good time and you'll probably just come back here to complain. mpv has a high quality video renderer, but it's not the only video player to have one. MPC-HC with madVR is also pretty high quality. If you use Windows and prefer GUIs over the CLI, you will probably prefer MPC-HC.

Don't use Debian. It sucks for desktop use because you you can't use the launchpad software respitory and you have to manually compile and non free software not available on Debian's servers.

Unity and KDE are known to be a little slow. Just try Xubuntu, Ubuntu gnome or Linux mint with cinnamon desktop.

No, it's not really normal. Only thing I can think of that mpv does suboptimally w.r.t interpolation is that it runs the mixing shader on every frame, even if it would be a repeat of the previous.

(This could be slightly optimized to just re-blit, at the cost of code complexity)

The gains wouldn't be big though.

Are you on a really, really crappy GPU or something? Repainting a few extra textures should be virtually no extra cost compared to upscaling.

Either open powershell in the folder with mpv.exe/com or add mpv to your path so you can open powershell and use it anywhere.

For the second option add:

The problem is not the script itself but the fact of putting a lot of text on the display (drawing with libass).
When you display text with a simple key binding it will result in drops too (in situations where your computer can barely play the current video) -- the more text the worse.
