If your device supports SDHC (no matter if device spec says it only supports up to 8GB), you can use all cards up to 32GB.
For 64GB and more you need exFAT support, but same hardware as for SDHC can be used (so updated phones will support them).

Hardware-wise they are the same as SDHC, the only difference is that SDHC uses FAT32 and SDXC use exFAT.
You can't use SDHC cards in old SD readers, but you can use SDXC cards in SDHC readers, as long as filesystem is supported by software.

It's honestly hard to say. I've been looking into them for about a month now. The only reviews are in Russian and they basically say "got the vacuum, works good." I have no idea about the longevity or build quality. It's worth 80 dollars to me to find out.
