The speeds aren't great, but I consider it a tradeoff for 16TB of storage. Plus it's faster than my home connection. I only use it with private trackers, from which I've never received a takedown notice ("DMCA" letter).

Could build a seedbox out of either of those. If you're concerned about power usage, go with the RasPi. Other than that it doesn't matter much. If you can get your hands on a PCI gigabit ethernet card with XP or Linux drivers (and your connection is faster than 100Mbps) then the P3 box is the way to go because the RasPi puts Ethernet and USB on the same bus.
