Surface has a stylus, but to be fair the iPads stylus is better. If he wants a good tablet for drawing, buy a wacom for your pc, not a normal Tablet.

at the moment will need for school, books, note-taking, games, fairly decent amount of apps, netflix, youtube, picture library, maybe uploading tv shows & movies videos into it? to watch later, not a shitload though

Basically depends on how many you have in mind and you know the size of your media the best.
Also depends how relevant the price premium is for you. If you can just shrug away hundred bucks, just go ahead. If you have to think about it too much, rather get 128GB.

thats where you're completely wrong, tablets aren't meant to be PC replacements, they are meant to be PC companions.
a full OS on a tablet is a clunky shitty experience because you don't need all those fucking features when you're on-the-go, so it should specialize in the features you actually do need instead of trying to be an all-in-one where everything is just a muddier version of it's PC counterpart

I used to download torrents on my old ipad 3, it was jailbrokered though and I have no idea if it's still possible because quite frankly apple products became such a frightful bore I fired the ipad and got myself one of them fancy laptops.
