Right now an i5 6600 is 220€ vs 233€ for the k version. Even if you don't plan on overclocking, that's 0.2ghz for 13€. I don't see when would it ever make sense to get the non-k version.
Same with the 6700, 0.6ghz for 32€.

Yeah but if overclocking isnt going be of much use i would probably be fine with an i5-4460 which is ~90$CAD less than an i5-4690k

And the i5 6600 is poor value.
The only Skylakes worth looking at are

and if he goes with the K and at any point he decides "hey I want to overclock" then it won't be a problem at all.
Not worth the extra cost for the cpu, mobo and cooler in my opinion.

turns out i've never had a single moment where i thought "gee, now i really need those extra few hundred Mhz or i won't be able to do what I have to" so i just don't bother and pissed 40 euros down the sink
