If I remember correctly, it speaks to some issue that humans have with estimating probabilities (and even internalizing them). If I told you that you have a 5% chance of making a yellow light (and consequently a 95% chance of getting a red light violation) a lot of people will think of themselves as in that lucky 5%, when it doesn't even work that way.
