FYI I'm an American.

Shakedown the entire Intelligence/Security/Defense/Law Enforcement cluster-fuck. Assign explicit roles, responsibilities, and legal limits to each agency. Ditch the NSA, the name itself has become synonymous with totalitarianism and excess. Form a new Cyber Intelligence and Security Agency (CISA). Make a whole bunch of /k/ related reforms.

Require all commissioned officers in the armed services to understand basic computer security (do not store passwords in plain text etc.). Increase the pay for skilled /g/ related positions until they reach parity with the private sector. Make a whole bunch of /k/ related reforms.

All software written by or for government agencies must either be open source, or legally obligated to become open source 10 years after their initial release. Certain security critical software may be granted exemptions and be allowed to remain closed source until 5 years after it is no longer in use.

Institute a tax on all closed source software.

Make installing malware a crime (exception for research purposes). Hold websites responsible if their ads contain malware.

Require all public schools to teach basic computer skills. Technology should take it's rightful place beside reading, writing, history, science, and math. Ban the use of corporate spyware (Chrome OS) in public schools. Offer free internet (256kb, built in no-porn-for-you filter) to all households with school children who are too poor to afford to pay for an internet connection. Offer free "Welfare-Pi's" (cheap, but sturdy SBC in a tamper proof case, with built in anti-theft measures) to households with school children to poor to afford computers.

Ban corporate collection of telemetry without explicit user consent (opt in only). Ban corporate collection of telemetry from minors without explicit parent/guardian consent. Require that all telemetry be visible to the user.
