The United States government is planning a new policy to make code developed for federal agencies Open Source and you can submit feedback on the draft through Github.
The current draft says at least 20% of the newly developed code must become Open Source.
Current topics of their interest:
>To what extent is the proposed pilot an effective means to fuel innovation, lower costs, benefit the public, and meet the operational and mission needs of covered agencies?
>Would a different minimum percentage be more or less effective in achieving the goals above?
>To what extent could this policy have an effect on the software development market? For example, could such a policy increase or decrease competition among vendors, dollar amounts bid on Federal contracts, or total life-cycle cost to the Federal Government?
>What opportunities and challenges exist in Government-wide adoption of an open source policy?
Some people are already suggesting that Open Source Software is too dangerous on Github.

The major problem with government development isn't that there's enough eyes looking at it, it's that the only eyes looking at it are gov't employees because of artificial boundaries setup on their networks.
Holy fuck this is the epitome of incompetence.
How did they completely miss the whole "making gov't projects accessible to contractors outside of gov't networks" step? That's the entire fucking problem. The only people willing to sit in front of anemic gov't computers that spend 90% of the day running McAfee virus scans, making them unusable, are the worst type of people.
