Clock Rate and Cores on a CPU do not mean jack. Intel is top dog because they lead in single-threaded performance on CPUs, making their CPUs more efficient than AMD's per thread. AMD may have "better" multithreading, but their CPU's are inefficient as fuck per-thread.
This is coming from an AMD user too.
Now, onto GPUs. Pretty much ties in with the above. Doesn't matter if you have the best fucking GPU on this earth if you have a horribly inefficient CPU.

The CPU should always come first and foremost for what you spend money on in a PC build-- that way, you can lower the graphical settings and the game will still run FAST. CPUs only need to be able to send data at a rate faster than the maximum throughput of the bus.
If the CPU can maintain throughput while calculating postprocessing effects, AI, and physics, anything more is superfluous.

directX code does error checking etc. and calls the graphics driver. the graphics driver then tells the gpu what to actually do
all of this is code that runs on the CPU
and that's why AMD has been pushing for mantle.
