One of my speakers is busted so I'd like to be able to force Windows 7 to output both channels to one speaker (which is just mono I guess)

well you could force mono in certain programs (mpc-hc, vlc) other than that i think you need windows xp or older to actually do it in the os, or some program that might come with your sound card or drivers

I tried loading up a youtube video in VLC and the "stereo mode" option was greyed out.

Yeah then I'd just be listening to one side of the mix, which is what I've been doing for months now
