Not defending either side here, but Apple's quick settings implementation where you swipe up from the bottom or whatever has been in for at least a year now. Their version of f.lux was announced (but NYI) a couple months ago when they initially banned f.lux from the App Store. Split screen I have heard nothing about in iOS.
if either company couldn't implement a feature because the other OS had it first then iOS and Android would be two dead piles of shit.

They introduced it in 9 with the iPad Air2 only (I think) and it has roughly the same limitations as Samsung's implementation on Android with a couple of special cases.
Apps have to announce they can use it.
Some apps are forced to be able to use it and can use it in special ways, ie Youtube.
With Android N only applications that have a forced orientation set will NOT be able to split screen.
