all caps just confirms your autism, and no microwave foods are not 100% cooked. Probably the broccoli is raw (since that needs to cook/steam for just a bit, and overdoing it makes them too mushy), and the chicken is probably 80% cooked.

You've obviously never cooked frozen food in a microwave. Lots of cases you need to add time so you don't get stuck with a block of frozen food in the middle.
The time indicates is the suggested time because its what was tested with the highest probability to have a fully warmed/defrosted/cooked product, but in not all microwaves are 1200W, and times may vary. Heance the warning on the boxes.
Other times you need to cook it, then let it sit not only so you don't get burned, but to finish cooking it, in the case of thick soup type meals (so they're not as runny when you eat it, as they are when cooking) this is common.
