It is a dock called plank you can download it easily if you google. Ubuntu Mate comes with a bottom panel I just deleted it and applied plank dock

Alright I deleted it. Just one thing that triggers me but I can't fix is : if you zoom on top right corner the KDE Connect icon is black instead of white. Any way to fix that?

For me if I don't have a lot of color then I have trouble reading. So my desktops always look gaudy to everyone else but to me its just a nicer version of high contrast.

I know this is bait but I'll reply anyway. What you see is not the out of the box version of Mate, you may find it more similar to OSX but hell there are even OSX themes to install. You can pretty much shape linux the way you want with desktop environments and themes etc
