-A device (plugged into an outlet) that constantly monitors sound output in decibels.
-A programmed module, using a series of If/Then statements, so that when a certain level of decibels is exceeded, it will send a signal to activate "Device B" for a duration of 5 seconds.
-"Device B" is any kind of contraption, doesn't matter, but it has to be able to cause a semi violent vibration, enough to shake a kitchen table to where cups and plates eventually "shake off" if that gives you any idea. Has to also of course be electrically powered
-An internal clock that follows the date/time (with or without daylight savings), and causes the whole device to be active from 9pm to 9am.
-A battery powered wireless switch/receiver built in, that allows the device to be switched to: 1)active/inactive 2)on/off 3)vibrating/non-vibrating
-Needs to be programmable.

Sounds like a task for an arduino and a couple sensors.
You could cook that up in a couple days (starting from zero knowledge at all) and, say, $40-50 assuming you don't go chinese with the parts.

Get an arduino and a sensor pack.
But first, read some arduino learning tutorials (the ones meant to go with the starter kits)
You'll see that it excels at tasks like reacting to signals and putting out other signals.
For example, you'd have a sound sensor, that when its level gets above X amount of input, the arduino will send a signal to a relay where it activates a powerful vibration motor attached to your table. It'd have to be all wired up though.
Arduino has input pins and output pins. It monitors the input pins and you can program it to put signals out on the output pins.

tl;dr leave it to the people who know what they're doing. You might get away with a basic arduino package, but here's the thing, creating violent mechanical motion generally requires more power than your basic µC can even be next to.
