Ive just ordered a 4k tv for my new house and dont want to use the gimped smart tv os if possible. Surely there has to be other options..

While high-end nVidia cards do HDMI 2.0, they still don't do 10-bit video. Gotta go to the Quadro series for that, and those get into costing more than your TV. Same for AMD, only Firepro, and same for Iris Pro GPUs from Intel. Gotta be the "P6300" or newer Skull Canyon Iris Pro chips.
I think the Shield is actually the cheapest way to get full 10-bit 4k Video on your TV. So the new Intel NUC with Skull Canyon is your cheapest, non-android TV, 60hz, 10-bit, option available.

i just made a build with the new g4400 skylake pentium cpu. It should support 4k@60fps and have hevc 8bit hardware decode (not 10bit). At full load consume 48Watt, but if you use it just for movies it will always go in hw mode.
