Well, it's kinda both. To an extent yet, it's just an ideology thing, but it's a good one--it's meant to go against all the proprietary bullshit that's just squeezing the customer for money, harder and harder as they get used to it (subscription fees, etc.). But the idea is that it's good for the quality of the code because literally everyone in the world who gives a shit can proofread and give their input.

If no one had closed source software, there would be no need. But many have closed source software, so to protect your intellectual property from being stolen and used by other companies secretly, closed source is necessary.
