If Windows did it this way, nobody would complain. OSX and any Loonix distro does it this way and nobody complains either.

For Win XP - 8.1, you need to mess with the registry, not something a normal user could do.

For Win 10 you need to buy/torrent Enterprise AND STILL adjust 4151515 settings. Not something a normal user could do either.

Having multiple groups of people (inherently unbiased) audit the code is more reliable than a co-operation that literally says they are free to collect your text inputs, browsing preference, encryption keys and login details when they wish from their own closed source OS.
