The problem is that your average consumer doesn't see a difference between 720p and 1080p let alone even know what 4k stands for. Also 4k tv's are expensive as fuck.

4k allows for much more detail so of course the average consumer is going to see a difference on a HDR 4k television. Only the thing at the moment is that HDR Blu-Ray requires greater capacity for the larger movie files but the technology is very advanced and still in an early stage so the movie industry can't release enough material at the moment.

Bluray is a technology that was designed to be expanded on as demands on technology grew. The bluray consortium knew that we weren't going to hit 1080p media and decide we're done.

A lot of movies are shot on film but a true HDR 4k movie needs to be shot digitally or it's not truly 4k but a 4k scan of the original film.
