I set up my own on a digital ocean vps. Costs me $5 a month, and I can create as many client certificates as I want. (OpenVPN)
Also there's a project called streisand on github that automates the whole process.

Been using PIA for year, good and all but the fact that it's burgerland based is no-no to me.
So I did little research and here is:
Perfect privacy: the best, up to 25 simu clients and secure, cons, expensive and no clear data about timestamp
Airvpn: after I try it, it's BS.
NordVPN: same as above.
Privatoria.net: look good, but they look amateur and very poor support.
Cryptostorm: one simu client, shady people behind it.
Proxy.sh: history of attacking their users, poor support.
The remaining is just garbage and not Worth it.
So I may go with perfect privacy .

So, how do you use VPN, through some specific software?
A VPS. Make sure you setup your own DNS too. The IANA root supports DNSSEC but OpenNIC's servers don't. It's a shame, really.
I would suggest use L2TP+IPSec, but the newest version of OpenVPN that supports non-NIST ciphers is also a good option.
