Is it possible for an ISP to completely block all torrent traffic? My family got in trouble because my idiot brother kept torrenting shit without even using a proxy (Which I always use), and ever since then I haven't been able to torrent anything, even with the proxies that I use.

Sure it's possible. If it's not encrypted then they can see what is going over their network and can block it. If you encrypt your traffic, then it is really hard work to identify (as fas as I know) your traffic as torrent-traffic.
