So, basically in Unicode it's possible to stack diacritics on top of letters, and in certain languages like Arabic and Tibetan it's not uncommon for a single letter to have multiple diacritics. There is no functional limit to the number symbols that can be stacked however, so you can generate stacks as big as you want. When you have several words/sentences full of these junk symbols, you can really trash the place up. This works basically anywhere Unicode is supported, although it is technically possible to filter the number diacritics. It's not a good idea to outright disable them, since they have valid uses.
