Why are Russians so good at programming?
They're in Russia. There aren't a lot of choices in terms of activities. They take that shit seriously in that sense, some Russians don't even have computers so they'll program on paper and refine whatever they're working on, then compile once they get to a machine.

The education system is still heavily influenced by Soviet thinking (math, engineering focused) so these kids are graduating with high level degrees and there isn't enough demand in Russia to support them.
So these highly educated and talented kids turn to crime pretty often. The Russian mafia is known to be actively recruiting at universities.

Two reasons:
1. You only get exposed to the good ones. Russia is a huge and kinda secluded place, both in culture and geography.
The Russians you meet in the west are some of the top dogs, that got snatched by western universities and companies, or came there to start their own business.
2. Russian education puts great emphasis on theory, proofs and correctness. US and UK education is more focused on "experience", quick and dirty ways of doing things, that work.
The result is, Russians usually have a much more solid theoretical background, and most times they iterate once, slowly and mostly correct, than iterating fast and issuing bug fixes every week.

Same thing happened here in the '60's too, cpu time was a rare commodity and usually you needed to rent it by the hour, so you had to have your program as ready and bug-free as possible, in order to use your cpu time just to compile (not debug), and compile as few times as possible.
