I went all-in with the red theme, 380 is place-holder for Polaris, I wanted to get something like 7750 while I wait, but I'm too excited to experience 144Hz Freesync™ for the first time.
I've been stuck with Phenom II and Radeon HD 5700 series prebuilt from like 2008 paired with 60Hz 1680x1050.

Airflow question: I'm going to have 2x140mm fans (2x87CFM) in front, 120mm CPU cooler as exhaust (104CFM) and 1x 120mm intake in the bottom (82CFM). Should the 2x120mm (2x82CFM) be intakes (more cool air for CPU cooler), or exhausts (theoretically less pressure in the case than in room=more air getting sucked in)?

Much better than OP. You still spent a bit too much on the motherboard, but not by much. The big problem is the PSU you selected is fairly crap-tastic. EVGA G1 PSUs are group regulated and so have really crappy voltage regulation. G2 series are a different story and are fantastic. Remember, efficiency is NOT performance, and means shit. A Seasonic S12II unit, which is bronze, performs much better than your EVGA G1 unit, which is gold. The failure rates of Toshiba HDDs are very high, so that's another thing to watch. You didn't waste a shitload of money on components, so there's that. It's not bad, but you could have done better for the same price or less.

Getting an expensive monitor is worth it. It always outlives the build. The problem is good 144hz IPS panels are still too expensive. I'd wait if you can. 144hz TN panels are great for FPS games, but don't look the best for movies. If you're okay with that, then the VG248QE is a great purchase, but the TN panel just doesn't have the best color reproduction.

Have you bought anything yet? That's a very bad build if you are on a strict budget. Tons of waste expense. here are the problems with your build:

Z chipset board with locked CPU is pointless.
Aftermarket cooler with locked CPU is pointless.
Aftermarket thermal paste is pointless.
Single channel setup with 4 open slots is lost memory bandwidth. In a 2 slot DDR4 motherboard, it's ideal though
Case is really bad and very expensive

I have a samsung 950 so im planning to use the M2 slot.
I want a silent as fuck computer, my curret computer is has a turbo jet engine as HSF and is annoying as fuck, and that i have tinnitus doesn't help.
If i buy it together with a 212 EVO it reduces the price of the 212 EVO from $37 to 28.
I will add another 8GB stick eventually.
Third world country prices and no free shipping for most cases, other good cases were $20-30 more.

Muh build, I like my shit to run cool af.

Going with the 390 as it's the best value right now, gonna see how much of an upgrade the 14nm will be and if it's worth it ill sell the 390.

CPU, MB and Ram are for future-proofing. Also the PSU should be a 650W not 750W but they don't have that version on pcpartpicker.

Ends up around 1400$ give or take 50$.

IMO, drop the fans (pretty much unneccessary), get a 212 Evo (cheap liquid coolers aren't much better than cheap air coolers), better mouse and headset, get a better power supply (EVGA is good), M.2 SSDs are overpriced ATM, and get at LEAST the 490 when Polaris comes out.
