Not him but PSUs are at their most efficient around 50% load, which means that an 800 watt PSU will actually be less efficient than a 430 watt PSU for OPs pic unless there's a large GPU and a fuckton of harddrives hidden off screen.

Not necessarily, a lot of units are at their worst efficiency when running at very, very low load actually. It drops near max load too, of course, but it's likely not the worst.
