The default photo viewing program (it's actually a modern application crap) - instead of zooming in/out with the mouse wheel IT SCROLLS THE PHOTO UP AND DOWN which is extremely idiotic. I uninstalled that piece of garbage and now my default and only image viewer is Paint.

For me it scrolls through pictures in the folder.
Double click to enlarge, scroll to move, ctrl+scroll to zoom.

Scroling actually moves between the picture. If you press and hold CTRL it will zoom in. I see no problem with this. More over i find new photos app to be pretty nice since i have WP and everything is syncing together.
