i have reset the color values,cleaned the screen,i was thinking about reinstalling my video drivers and thats what i will do if that doesnt work l8r ill try the monitor on another laptop maybe its just windows who knows :D
On my old shitty Asus monitor if the display cable wasn't plugged in properly (because who uses those screws) it would show these kind of artifacts. Wiggle the cable around a bit if it works.

it's your VGA cable - i had the same problem. make sure it's connected completely and if not you should replace it, preferably with something not VGA if you can

You can use HDMI to DVI bby. Both are digital and basically the same, no need for active converters you just need a proper cable.

While we're on the topic of video cables, I can't find a Dell S2340M (which uses DVI) anywhere where I can shop, but I can find a Dell S2340L (which uses HDMI).
