the thing is that the guy had wiring that was connected to a satellite dish on the roof. Plus the apartment was facing towards one of the biggest military facilities in my country.

Basing my speculations on my electronic knowledge, the antenna could be used to receive signals, then the amps to amplify said signals

There are some frequency bands on which you are allowed to transmit without having a license, like the citizen band (27 MHz) or PMR (small walkie talkies) or 868 MHz for example (remote controls, but only little power)
