I don't know how its in America and I'm not even studying CS, but around here, there are basically two reasons from what I've heard:
1. Its incredibly easy to get in to CS compared to many other subjects. And by this I mean, its easy to pass the entrance exam. Some CS departments accept almost 50% of all participants, most are somewhere between 20 and 30% last time I checked. This pretty much means that people with less real motivation can pass, which leads us to...
2. It attracts all kinds of silly people who consider themselves computer geniuses because they like games or spending time on social media.
