It's not 'the same thing' for a telemarketer, as you have established a connection with a school club or postman (assuming you ordered a package, I've never had a postman just ring more doorbell and would be upset if he did it just to give me regular mail) and it is understood that you are okay with them contacting you. A cop is a different from all of this because he may have objectively important business with you, either you broke the law or someone you know may have. A cop wouldn't call your cell phone, either.

Yes it is "the same thing" (when citing a quotation, you use double quotes, not single quotes, which is only reserved for quotations in quotations - please lrn2English!) for a telemarketer, because just as the club is allowed to call you and the postman is allowed to deliver mail (which may include "trespassing" in order to ring your doorbell), so is the "telemarketer" (your example) to call your phone, and it is understood that you are okay with them contacting you, the latter because of your exclusion from the National Do Not Call Registry. Whether or not it is done at an inopportune time - such as when fapping or being talked at - is irrelevant, and bitching them out because it was done at an inopportune time is silly, to say the least. A cop is not inherently more important than another third party - such as a bill collector or a process server - because of their occupation, and as for your examples, there are other reasons why the cop may have been dispatched, such as forgetting to turn your alarm system off or because of your dog running around and your alarm system has a motion tracker that you had not disabled before leaving the house. There is a very high probability a cop would not call you, either, but it was never originally stated that they would. A cop was initially cited as an example by me because of the occupations and hobbies of various anonymous members of the forum community "4Chan", as members of the latter are known to collect things such as "CP" and may engage in other nefarious activities in order to "pooper lolis".
