So I pissed off my little brother the other day, and he in turns throws my computer in our pool earlier this morning. I just found out and pulled it out an hour ago. just buy a new computer? can I recover any parts for a new build or at least the data?

Your data is likely fucked. You might be able to salvage the CPU, they are surprisingly resilient as long as none of the pins were bent. Everything else is likely fucked. Don't attempt to power it on. I would write off your data or attempt to access it safely (say with an external drive enclosure) rather than using a regular motherboard in case of failure.

Not him, but you'll likely want to remove the hard drive and put it in an external enclosure. Then hook that external enclosure up to a new, not previously soaked in water, computer. And you might be able to back up the data from that.

I don't know how bad chlorine is for computer parts but plain water is actually not that bad if the hardware wasn't exposed to it for too long. After some time parts will literally soak with water, you dont want that to happen.
Take everything apart, remove the heatsinks and let it try properly. You can try if the thing still works at the risk of killing components that still worked.

Parts getting wet is not that big of a deal if they are not powered, but the longer it was submersed the higher the chances that some parts soaked.
If that happened the water might short something even after long dry times or it will 'burst' layers of the pcb.

I'd at least try flushing the hdd with 99% isopropyl alcohol (get a gallon jug and literally pour it through). After that, let it dry for a couple days(! not hours!), then put it in an external enclosure and see if you can grab anything before it sudokus. Highly doubt anything else is salvageable.

Let the thing dry for a week, then disassemble it.
Throw every part in boxes full of rice and let them stand for another week for good measure.
Assemble it back and pray that everything works.

just have your parents make him pay you for a new one/ front you the money and make him work it off. The only thing salvageable is the case.
Pour bleach and chlorine into a bath tub and then pour in distilled warm water and mix it in then submerge the computer. Next grab a silly straw and blow bubbles into the water. The carbon dioxide molecules will bond with the bleach molecules and help prevent rust or further damage. The chlorine is just to neutralize the bleach so it doesn't burn your eyes or skin. Make sure you really put in alot of chlorine though to neutralize the bleach.

Finally somebody with the correct answer.
First you want to rinse it off with distilled water to wash off the chlorine and other bad elements from the pool water.
Then you want to dry it for literally a week. Don't get impatient. Dry the fucking shit out of that thing before you even think about trying to power it on.
Disassemble, wash, dry.

Something similar happened between me and my little brother. I was 13 and he was 11. We were playing basketball and he kept elbowing me and got me one good time in my nose. Hurt like fuck. 1) Dissassemble all the components. CPU, memory, video card, hd, all the cables, etc.
2) let dry for 2-4 days with a fan blowing on them.
3) get a new toothbrush and a bowl of isopropyl alcohol.
4) scrub the shit out of every component with the toothbrush and alcohol
5) leave under fan again for 1-2 more days.
6) make sure no residue is on the boards or components.
7) do this to your HD if it is ssd, if not.. Open it up and make sure the platters are clean, if not, I wouldn't count on your data being retrievable.
8) Replace PSU with new one.
9) reassemble, and pray to whatever deity you worship, or a trillby. Doesn't matter.
