Why does every game run like total shit? GTAV stutters worse than jimmy from south park. I have tried every driver and combination of settings under the fucking sun, nothing results in a smooth enjoyable experience with good settings. I want a fucking refund for my second 390, but newegg says it isn't eligible even though I bought it a week ago.

My single 390x ran shit just fine.
A friend has dual regular 390s and a 6600k and his performance is better than mine.

Second card runs fine by itself.
FPS is acceptable but it still stutters hard every 5 seconds

I know, thats what I based my expectations off of when purchasing the second card.
I'm down at 40-50FPS in 1080p with zero msaa. The other day both cards would hit 90-100% use and were plenty warm and active, but the last couple days they never reach full load or temperature, which leads me to believe there is something weird going on here.
All power/temp limits are disabled and out of the way, no power saving bullshit is enabled anywhere on my computer.
I'm currently redownloading the entire game to see if that helps at all.

Couldn't figure out what I'd done wrong till I looked up what I'd done.

do you use MSI afterburner for clock settings?
your driver OC settings might be set to throttle your cards before kicking in fans. AMD is retarded like that
I set my clocks in afterburner, set fans to auto, and set it all to work on startup
afterburner also comes with monitoring software so you can see what's fucking up by looking at cpu core utilization as well as gpu utilization

Yeah, I have everything being monitored and controlled by it. I'm using my own fan profiles as the autos let the cards get up to 80C and I don't like those temps in exchange for a little less noise.

I gave up on crossfire when my 7950's would only work properly in like 3 fucking games
my go to troubleshooting was just clean driver reinstallations, making sure that low power state was unchecked after driver reinstall, and making sure windows wasn't being retarded with power options as well

I do plan on buying whatever fast single card comes out. I wanted a fury X2 for a while but since they refuse to release any info I got tired of waiting.

I was running a very similar rig to the one you posted and was gayming on it but everything was underperforming badly
I remember specifically trying to play The Witcher 2, demanding, but not for what I had, and the game was literally unplayable
I finally got fed up and did some deep research for anyone who had a similar problem and as it turns out it was a fairly common occurrence and is easily fixed. You just have to install gentoo.
That's what you get from buying AMD.
