HTML is a markup language. It defines a structure, where a programming language defines functionality. That's why HTML isn't considered a programming language, you can't make a program with only html. Only define a webpage.
Also HTML is about as high level as it gets. Lower means closer to machine code, like assembly.

I usually PM with people if we're having a long conversation that doesn't really concern others. It's a channel with ~40 people in it, and not everyone wants to hear us talking about Skyrim waifus or me helping someone build a PC, so we take it to PMs.

Also yeah, thanks. I'll look into setting something like that up. I love the cleanliness of it, and I only frequent 1 channel + PMs, so I don't need more than this.

"Low-level" programming means it's very low on the hierarchy of instruction.

Hardware/Parts >>>x>>y>>z>>What appears on your screen

In other words, a low-level language is exponentially more complicated and immensely more difficult to fully master than something like Ruby, for instance, because high-level languages like Ruby work due to being built on top of low-level languages. C++ is one of the languages that can somewhat work as both, so it's typically referred to as middle-level.

Low-level tells hardware how to operate on the most basic level possible, and looks like this:
8B542408 83FA0077 06B80000 0000C383
FA027706 B8010000 00C353BB 01000000
C9010000 008D0419 83FA0376 078BD98B
B84AEBF1 5BC3

High-Level communicates through software/mid-level translations, and looks something like this:
$print>
{i.bigdicks=H}\if{x[mymouth]}
True
./xtrapolate
$loop>
