What do you render. Cause the only time i saturated 8gb of RAM with AE was with a huge project with a lot of particle effects, many videos in raw, I fucked up in not dividing the project in smaller sections.
I often render 1+ hour videos in multi camera with color adjustments in premiere and with 8gb never had a problem.

measuring ram usage with browsers is cancer.
currently 8gb is "enough" for most single process usage (games), but given the quality of the ports lately and the hope that PC gaming wont be held back by consoles as much, 16 should be the norm now days.

Computers only operate on base-2. If you have 512MB of RAM and then install another 512MB, you won't magically have 1000 all of a sudden, it's 1024. It's impossible to have exactly 1000MB of RAM installed.
1000 is only for convenience, because in all instances where memory or storage are concerned, you are always working with multiples or divisions of 2 on the silicon level.
