The only time I was able to do that,was on an original Xbox's HDD,but that was because of partially hard-coded system partitions.
C was 3-400MBs or so,and I got it down to 0 bytes by copying about 5-600MBs to the C partition. I deleted some skins afterwards so I could still have 130-140MBs or so of free space.
