How is the government of France going to force the rest of the planet to conform to their "open" standards? What's going to happen is businesses will continue to use what they want to use and be annoyed that each time they interact with the government all their documents are fucked up. Go with Linux and then write your own custom application ($$$) and then support it yourself ($$$) or the this vendor does the same thing for the fraction of the price up front just has licensing fees per user.

What you mention is basically what Munich did, they wanted to go away from MS and be independent even if it cost more.

Germany moved away from Microsoft because Microsoft is in bed with the US government and would gladly hand all German citizen information over without a moment's hesitation. I'd say that independence on Microsoft would be worth the "2.5 million Euro" difference, after accounting for personnel and training costs (which are a cost in any shift from what you're using)
