How is the government of France going to force the rest of the planet to conform to their "open" standards? What's going to happen is businesses will continue to use what they want to use and be annoyed that each time they interact with the government all their documents are fucked up. Germany moved away from Microsoft because Microsoft is in bed with the US government and would gladly hand all German citizen information over without a moment's hesitation.
