What the American gubment does is essentially takes more money from you than they can justify and basically treat it as a 0% interest loan from every tax paying citizen and then at the beginning of the following year they give you back what they can't justify keeping: for most people it's generally around $3000 that they get back.
I'm not sure how it is in other states but here in California you also get a state tax return which is usually much less than the federal return.
It's a shitty system but in a way it is kind of nice to get around $3000 every year at the beginning of the year.

I got most of them through Micro Center. They had the CPU, mobo, RAM, power supply, and case. They were running a deal where some motherboards were an extra $40 off when you bought a compatible CPU. In Canada the system works as follows: Everyone who is not pisspoor (anyone who makes less than 15,000 per year) pays income tax. Citizens are given the choice to either pay into a safety net a small amount per paycheque (usually 12.5% in my case). At the beginning of the year you add up all your income, tell the government how much you made. .
