Every tracker has different considerations dependent on the content that they track. It's usually the case that they prefer long-term seeders over a good ratio which is why most are happy for you to maintain <1 ratios, sometimes with conditions attached. Also most trackers have a small subset of elite users that are doing most of the seeding so they don't necessarily even need your upload bandwidth, just the offer to seed alone is enough in order to facilitate a breadth of content.
I guess what I'm saying is, if you're new to trackers just take it slowly, learn how things work through use. I never read the rules on a new tracker because it's pretty easy to pick them up just from seeing how things work.

Hell, there's more than a few that I don't even find uploaded to video sites, forget finding an album rip. I usually end up having to buy and rip the CD/vinyl myself) but even then I can't necessarily find what I'm looking for if it's a rare release or something.
