One had coil-whine (100% working condition tho) and the other was perfect. You just gotta try them and return them within 30 days.

Literally nobody would have been mining Buttcoins on any of those GPUs. It's only used 290/290Xs that you really need to watch out for. There's absolutely nothing wrong with buying used from reputable sellers, preferably with pictures.

Get a used HD 4890 on ebay. They are only 20$ and will max older games at good FPS and 1080p.

750ti is superb choice, and very low power.
It actually does not require external 6-pin connectors, at all. Yet, it can run games like GTA5 at 1080p, Very High pre-sets, and clock good 35fps average.

I want to tell you yes because that'd make sense, but I can't say for sure since I don't have first-hand experience. I know my old-ass HD5830 handles dual monitors just fine, but I'm using HDMI and a DVI-HDMI adapter so I don't really know.

FTW is better for overclocking. Only real difference. If you're not playing anything later than early 2013 you can do pretty much anything at max with any 750Ti. 950, if it's within budget, might be worth looking at too. Other than that, possibly R9 270 from AMD, which is in between those two.

You can get an R9 285 on eBay for like $110-120 used, and that card is an absolute tank for what you'll pay for it, as despite being a budget card, it has the same GPU found in the Fury series, minus the fact it was cut-down considerably for the price bracket it goes for, but you get the same video and compute benefits, assuming you're into Chinese cartoons on a MadVR setup

Any video that needs upscaling to your native resolution, yeah. It works the same way any traditional upscaler works, with a huge choice of scalers to use, as they mostly depend on how powerful your GPU is. A Spine/Jinc combo is good enough for most people, but NNEDI3 is flavor country if you have the horsepower
As a former 285 owner, you could easily do a 4-tap Jinc/Jinc/Catmull-Rom configuration with dithering and smooth motion easy, but NNEDI3 would be pushing it
