Got a Lumia 640 dual sim for 130€, with free 50€ of accessories reimbursed by Microsoft, and 15€ on my account to buy apps. It's true, but honestly output quality is unmatched on the iPhone 4S and the Galaxy S1 when it comes to phones, the S1 supports up to 64GB sdcards so honestly for 50$ you can get a PMP that just works.
Only one with a proper DAC recently would be the LG V10, and even then the seperate DAC only activates when using the official music player.

When my sisters both got the Z3 Compact on my recommendation it was also reasonably priced.
Both were about $450 in "today's prices", conversion and currency exchange included.
The Z5 Compact costs the same now, pretty much, and I guess it's the one I'd get if I were to buy a new phone right now.
