you should look up the HSI color space.
Instead of showing intensity of red, green and blue, HSI is hue, saturation and intensity.
Ideal black is low intensity, low saturation and all hues.
if the camera changes the saturation, it will look like a color instead of black.
Same with the blue part, if the saturation of the blue part decreases, it will appear white.
Now the second part is human perception.
We know that the dress is probably two colors.
We take into account that a shade on an object doesn't alter the color of the object and the connected components of the dress will be the same color.
Now if we focus on the parts that are closest to white, the whole dress will look white-ish.
If we focus on the part of the blue parts, it will look blue.
If we focus on the black parts, it looks black.
If we focus on the gold parts, it looks gold with a shadow.
