At bow stock yea your i7 940 will bottleneck the 390 a little bit if the game is CPU heavy. Just overclock it a little.
As for thermal paste replacement, it's been probably 7 months since I did anything to my pc other than dust it out and replace the CPU cooler fans. I5 still only peaks at 68C under prime95 loads at 4.4ghz.

Delidded my 3770k, used it on the die, and between the IHS and my H100i GTX. I also removed the stock stuff (TONS) on my 980ti Hybrid. Applications on all went very well, and a single syringe covered everything (not a drop to spare).

Use 91% or higher Isopropyl alcohol and wipe gently with a coffee filter. Urine is highly conductive, especially if you eat a lot of salty food, so I wouldn't recommend using it, even though a powerful stream of it may break away some stubborn thermal paste.
