I want to build a home server for Email server, Web server, possibly a game server if I ever play one which requires a game server, backups, and seedbox. Is this possible to make without boosting the power bill up an insane amount?

you could probably put it on a celeron or an i3 or something and it'd spend most of its time sitting there at a dozy 800 MHz or so, and probably use something under ten bucks a month in power.
I currently have an old ricer case (One of those with the ridiculous sized fans on the side) running 12Tb on a FlexRAID setup. Works well enough for the times I fire it up. I would prefer a low power NUC connected to a USB3 rack or some such though. Not sure if I could make much savings either way to be honest.

JBOD is handled by Storage Spaces, and redundancy is set at the virtual disk level.
Replacement is spec'd and ordered. Not worried about sloth their performance on the spindles, they will be tiered with the SSD's and nothing is going to be heavy load anyway.

Don't listen to him. Just install WAMP/LAMP and shove your website html in the "www" folder. Set your router to do port forwarding through 192.168.1.1 to your internal IP, get a domain and set it to connect to your external IP (see: http://myexternalip.com/). Set your drives in RAID if you need to get more drives for space (ideally raid 0 if you don't care if one of them fails in the future). Literally that easy.

The last time I played around with a 2800 it had full blown Microsoft Exchange server on it.
Personally I like the 2800, it's a good system to keep around, even if it is aging. Runs quieter than the 2900 with similar specs.
