Take it to a watchmaker and ask them to service it. You can even take it to the RSC if you want to get raped, but any reputable watchmaker can take care of it. Certifications vary per country but they are a good thing to look for.

Anything high end seiko, and the case of hibeat grand seiko, is going to incur higher maintenance costs over its lifespan compared to your generic swiss shite. On par with rolex service in terms of cost, but not in terms of ease since a rolex can be fixed at their thousands of service centers world wide (prob every major city everywhere).
Unless things dramatically change, hi beats and spring drives have to be sent back to japan for a simple (guess not so simple in their case) servicing.
If you don't live far from japan, or don't mind this the cost of upkeep which is part of the cost of entry for owning one of those, then fine go ahead.
The only thing your local seiko service center can do is wipe the outer case with a cloth.
They're not permitted to touch the innards of a GS as that must be done back in nippon.
There is also the issue of spare parts but that's an issue for the real long game and a tale for another day.
So if you want it, just keep in mind the costs of operation, and the fact that you may be missing your shit for up to 6 months as it traverses the globe to be serviced every few years.

Don't know, I haven't tried because I like my Hulk colours - but if you want I can try find my vernier and get some measurements - I wouldn't imagine the bezel would be any really unique size.
If the bezel is a standard size then finding/fitting replacement bezels is crazy simple.
As a side note, do not buy this watch if you have a huge wrist.
Max the bracelet will comfortably fit is 8" (it is a very nice bracelet, so you should try to keep the it).

AFAIK it is a ST19 - from what I've read Tisell's QC does transfer well to ST19s (notoriously bad DOA rate due to bad casing jobs and Seagull keeping the best movements for themselves).

I've read that because of their longer than usual lugs, and the vast expanse of white dial and no bezel, you would be advised to pick the model smaller than what you normally would wear (so, if 42, choose 40, if 38 choose 35/6 etc.).
Dunno if it works for everyone, or if its disproportionate on some, but remember back in the day 40mm watches were a rarity and all dress watches baring some exceptions, were 35mm or thereabouts.
A sport watch? Yeah 35mm would be too small. But something designed to slip under a shirt cuff without issue? I don't think so.
Still, you buy what looks good on you and suits what you gotta wear.

The ST19 is a very different looking movement to say the least.
Seagull movements are pretty good overall. Lemons exist, but if you go after the simple and well known movements you will have a very high success rate. The 6497 and ST19 being the two favorites

The ST19 is notorious for QC issues, due to being based on an old Swiss design, being a column wheel chronograph and being made in Chinese conditions.
Seagull pumps out a shitload of them, keeps the good ones for themselves and offloads the remainder.
Several microbrands have made watches with the ST19 and then immediately stopped because they were sending back almost 15% of the movements for QC issues.
Regardless, if you can find an ST19 watch, made by a company with a good track record of QC and casing movements, then you should be in the clear.
At this point in time I'd really only buy a 1963, Perpetual or Tisell if I had to get a watch with a ST19 in it.
Seagull because they keep the best movements for themselves.
Perpetual because they REALLY know what they're doing there and are militant about QC.
Tisell because they have a decent record of QC and a really good returns system (they pay for return shipping).
